Form 51-E Emotional Verification Deadlock

Form 51-E is required whenever a filer intends to submit any document that could have “non-trivial emotional impact” on themselves, their team, or the archive at large.

During the most recent SOMA calibration pass, the form was updated to ask whether the filer felt “prepared, ambivalent, or unfit” to complete Form 51-E itself, rather than the underlying filing event.

This change caused a recursive verification condition: describing anxiety about filling out Form 51-E counted as “non-trivial emotional impact,” which triggered a new requirement to file an additional Form 51-E for the feelings produced by the original Form 51-E.

Queues saturated within 26 minutes as Kindy’s verification workers attempted to unwind nested 51-E chains while remaining compliant with COMA continuity rules prohibiting queue pauses.

The SOMA Oversight Panel has recommended introducing Form 51-E-Δ, a one-time waiver for feelings about feelings, but C.U.N.T.I.E.R. reviewers insist any waiver must be measurable and therefore documented on a new sub-form.
