For 118 submissions, this produced paired records where the same rest period was simultaneously logged as “approved” in the SOMA registry and “denied” in the COMA ledger, with both states propagated to dashboards.
Kindy’s verification workers attempted to resolve the conflict by filing supplemental narrative addenda, but these only increased the number of pending records without changing either directive’s stance.
An appeal is pending with the Tri-Directive Reconciliation Council, which has so far declined to choose, citing the incident as a “valuable live demonstration” of enduring directive tension.
