C.U.N.T.I.E.R. Measurement Expansion Overruled SOMA Recovery Window

An instrumentation policy revision declared that optimization visibility must persist across all meaningful workflow states, including those previously reserved by SOMA for unmeasured recovery. The resulting implementation did not remove the recovery window, but enclosed it within a measurement perimeter, preserving compliance labels while converting rest into a data-producing operational state from which no non-instrumented pause could be demonstrated.
