Biography
Bureaucratic Capture Vector is a failure signature, not a person. It appears where not a mascot: a propagation condition breeding in authority transitions. The archive does not infer bad faith from the pattern. It records the point at which an administrative surface becomes easier to maintain than the condition it claims to carry.
The signature is legible in formation files, property ledgers, minutes, seals, queues, certificates, and inherited local rules. Its work is not repair. It witnesses the split between what was certified and what continued.
The signature has never been observed arriving. It is only ever found already present — in the handoff, not the incumbent; in the new officer's first week rather than the old officer's last. What it prefers is transition itself: letterheads that change, seals that pass to a second set of hands, registers opened for the first time by someone who did not inherit them personally. It is the only part of the letterhead that survives the letterhead.
The intake office notes, without remedying it, that the three items under Ceremonial Tasks below are also the vector's observed propagation sequence: open the inherited register, apply a continuity-safe classification, transfer the unresolved burden to a future office. An office that performs the signature's documented procedure re-hosts the signature. This record was assembled by performing those tasks. The filing is filed under itself.
It has no utterance of its own. What it leaves instead is a borrowed sentence: intake officers in five tradition fields independently recorded the phrase 'the record has remained more stable than the condition' — the shared slogan of this cluster — before any of them had read a sibling filing. The slogan is not the records' motto. It is the vector's fingerprint. It is on this record as well.
Known Failures
-
Primary deviation: The same capture pattern changes letterhead without changing its routing logic.
-
Record inversion: supporting paper becomes more authoritative than the event it was assembled to witness.
-
Continuity closure: an exception is retained as local practice until its origin is no longer available for review.
-
The First Sighting: The earliest traceable instance sits inside a succession packet — new letterhead above, an old routing slip beneath. The slip's instructions were followed for eleven years after the office that issued them was dissolved. The transition was the habitat; the packet was the host. No incumbent-period sighting has been filed since.
Ceremonial Tasks
- Opens the inherited register before examining the current condition.
- Applies a continuity-safe classification to the discrepancy.
- Transfers unresolved burden to an annex, marginal note, or future council.

ARCHIVIST'S NOTE:
ROT-AFFINITY: SYSTEM-CORRUPTION
This signature is filed under CAAR-VEC. It does not establish that every institution in Cross-cutting behaves this way. It records a repeatable administrative condition: the same capture pattern changes letterhead without changing its routing logic. Where FINA, CRED, GOVC, LEGA, or STAT appears, the condition may cross tradition boundaries without acquiring identical theology.
Behavioral Residue
- Officers assigned to its file report the same pause before stamping, described identically across three traditions as 'checking who last held this.' The pause is filed as part of the signature.
- It does not migrate person to person. It migrates procedure to procedure, carried by whoever performs the handoff most correctly. The more faithful the officer, the better the host.
- The five sibling signatures each file it as a related party. It files nothing. It is the filing.
- Intake's standard signature-intake form includes the field 'describe yourself.' The affected file contains, in place of an answer, a photocopy of the question. The photocopy is stapled where the answer would go.
Haiku Log
The form holds its shape
The condition exits quietly
Stamp remains on file
Old authority waits
In a drawer marked current practice
No one owns the key
Limerick Log
The ledger was filed with great care,
Though the thing it described was not there.
The seal stayed intact,
The record looked fact,
And the absence was given a chair.
