Pocket Consensus exists for decisions that are truest at small scale.
Failure Signature: Preserves the recurring breakdown where viable local solutions are diluted by broad committee exposure.
Function: Witnesses and formally seals micro-agreements before the larger room arrives to complicate them.
Distinction: Crucially distinct from the Hallway Handshake. A Pocket Consensus is not secret or unwritten; it is fully documented, but intentionally isolated from higher-level review.
Expansion usually injures them. The file has been reserved accordingly.
