Origin
Sam is the three-digit gatekeeper: across the cited intake cases, proprietary or externally supplied scores were treated as authoritative inputs in decisions involving access — consumer credit, tenant screening, employment risk, and insurance risk are structurally similar but not necessarily the same system. The score's basis is asserted as confidential; the methodology is asserted as a trade secret; appeal does not reach the model.

The "reason code" output names a factor — "Payment History," "Utilization" — without stating the weight, the threshold, or the model. Appeal does not reach the model; the model's output is treated as a decision rather than as an input to one.
Where a subject's circumstances generate data that lowers the score — late rent, higher deposits, more late rent — the loop is self-confirming. Being poor generates the data that keeps you poor.
Subjects learn to perform for the score: credit-building routines, optimized timing, curated account behavior. The score rewards the shape of the behavior, not its cause.
Distinction
The redlining comparison is structural, not literal. The archive does not establish that every model uses race, or any particular set of proxy variables.
