Origin
Pete is the predictive-policing loop: a model trained on historical enforcement data predicts "high risk" zones; patrols are sent there; stops and arrests increase; the new data validates the model. The methodology is asserted as proprietary. Audits reported substantial false-positive behavior without necessarily ending procurement. Community input is absent.
Function
Circular Logic Armed (City-Scale)

Observed Behavior
Reviewed gang-database cases included entries added by association — among them reported cases of minors — and some lacked a clear removal or notification path. The label follows the listed person into contexts far from the original database.
Gunfire-detection microphones were reported to classify fireworks, backfires, and construction noise as gunfire; audits reported substantial false-positive behavior without necessarily ending procurement. The vendor calls the performance acceptable; the methodology is proprietary.
Pete does not patrol where crime is; Pete patrols where Pete says crime is. The patrol creates the data; the data validates the patrol.
Distinction
The feedback loop is the failure signature: prediction generates the enforcement that generates the prediction. The vendor owns the methodology; the city owns the liability; the community owns the consequences.
