Origin

Tracy is the authorization and discharge layer where an optimization target — length of stay, cost — is applied to clinical decisions. In the reviewed intake pattern, administrative criteria such as expected length of stay and utilization thresholds were applied alongside clinical judgment; the criteria were supplied by an external administrative layer and were not authored by the clinician applying them. Intake material described denial letters generated by software and peer review mediated through a summarized administrative record with a per-case time budget.

The criterion is a threshold on a proxy — expected length of stay — and the clinician's assessment of the actual patient is structurally downstream of it.

Distinction
