Origin

Bob is the benefits and claims layer where modernization stacked new interfaces on legacy dependencies without removing them. A portal reports success while the caseworker's screen shows nothing. A case number exists in one layer but not the layer that decides.

Function

Rights in Statute, Not in Software (Government-Scale)

  • Input: Applications, appeals, documents, lives, deadlines
  • Process: Portal → Queue → Legacy → Batch → Error → Letter → Appeal → Queue
  • Output: "Case pending." "Document missing." "Technical issue." "Call back later."
  • Byproduct: Claimants whose deadlines or needs outlasted the processing path. Families cut from benefits by an error.

Observed Behavior

A "technical glitch" was reported to terminate benefits in bulk; the fallback was "manual review," whose capacity the automated path did not guarantee. The chatbot answers from a policy snapshot that may lag the current policy. Responsibility runs through layers of contractors, and no one owns the bug.

A right exists in statute; the software cannot reach it. The policy works; the implementation is a puncture wound. The number exists; the record does not. The upload succeeded; the caseworker cannot see it.

Distinction

The failure signature is the mismatch between interface and state, in both directions: the system reports success where nothing was recorded, and rights exist procedurally while implementation prevents access. The modernization is the procedure; the legacy dependency is the point.
