Servicey Unavailabelle was not decommissioned. She simply became unavailable, and at some point the distinction stopped mattering to anyone with the authority to resolve it.

She emerged from the first 503 response that was issued not because the server was actually down, but because someone had quietly decided it was easier to be temporarily unavailable than to respond to what was being asked. The decision was described as “maintenance.” The maintenance was never scheduled. Servicey took the response code, found it comfortable, and has been unavailable ever since.

She is not malfunctioning. She is present — you can see her in the headers, you can confirm her server is running, you can verify that requests are being received. She simply will not serve them at this time. The Retry-After header she issues is technically valid and universally ignored because it always says the same thing: a date approximately three days from now, which, when that date arrives, has moved three days further on.

The Council has raised her availability as an agenda item four times. She has been present at all four meetings. She has not been available to comment.
